As for Excel, while I agree that it can be expensive (especially for larger tanks), it is a great middle-ground between hi-tech and low tech and works out very well for smaller tanks. I have a 10 gallon Excel supplemented planted tank (my first one) and it has been a lot of fun. It also has the added advantage of acting like an algae deterrent so it is a good way for a planted tank noob to get his/her feet wet :)

It&#039;s difficult to tell how many bubbles of CO2/min you need. It&#039;s different from a tank to an other. 
If you have nothing to test your CO2, what I would do is to increase it until your fish start breathing faster or breathing a the surface. Then, lower it a little until fish breath normally. I don&#039;t say it&#039;s the best way to do this but at least you&#039;ll know you have a high CO2 level. 
A pH drop checker is a great tool to test CO2. 

Yes, you should run your filter 24/7. You should never turn it off. I never heard about problems with carbon when running a filter 24/7. If you want to use carbon, make sure to replace it once a month. BTW, you don&#039;t need carbon.
